Learning Disability Services in-house transformation
Background
'Ordinary People Leading Ordinary Lives' is the Learning Disability Strategy for Hampshire. This strategy came out as a result of the ‘Ordinary People Leading Ordinary Lives’ consultation in 2008 and also Valuing People Now, the Government’s three year strategy to improve the lives of people with learning disabilities.
Valuing People Now says that we need personalised services so that people can spend their time in a way that meets their own wishes and needs.
Our current in-house services
In-house services are the residential homes and the day services that are run by Hampshire County Council.Most of them are in buildings which are quite old and not suitable. The model of care that we use does not always support people to be independent.
What people have told us
We have had consultations with service users who have told us that they would like to use the community services that other people use. Younger people with learning disabilities are not choosing our in-house services as they would prefer to do other things.
What we would like to do
We would like to change our in-house services so that people can have more choice about what they do. We will still be providing services but maybe in different ways and in different places.It will help people to be out in the community and use other places. It will help people to gain more skills to be more independent.
One service ‘does not fit all’ – we need to provide a range of services to offer to different people.

This is what we would like for day services and the people who use them:

Doing things that are right for them with the support that they need
However nothing has been finalised, and there will an opportunity for people to have their say during the consultation. We will listen to what people tell us.
What’s coming up
18th November – the draft report will be published online
The Public consultation is from 8th December 2010 - 16th March 2011
12th January 2011 - The project managers will be coming to the Hampshire Learning Disability Partnership Board meeting
March and April – all feedback will be collected and a proposal will be drawn up
29th April 2011 – a decision will be made by members as to whether the plan can go ahead.
